Can't access Tuner on Sanpera 2

I just got a used Sanpera 2 and have not been able to access the tuner by touching the top of the volume pedal as indicates in the instructions. It is one of the gold ones and appears to be in mint condition. It is connected to my VYPR VIP2. Wondering if there is a factory reset or a way to determine if it is not functioning properly. Thanks for any advice!
