Vypyr 30 Combo (~2009): master volume / phones output problems

Recently, I noticed two problems with my guitar amplifier:
* if I put master volume to 0, sound is still present. If I rotate it, it doesn't change smoothly
* Phones output stopped working (just don't switch to phones)

I've opened combo and took master volume potentiometer to check with ohmmeter.
It shows ~19.1 kOm on minimum (not sure if it must be exactly 20kom).
It was kind of difficult to find the same model of potentiometer and the one I've bought shows ~17.9 kom.
So before trying to replace potentiometer, I wanted to check if someone faced this problem before (maybe it is not what I think)?

I don't think the absolute value of the pot matters although 18K ohms is a bit off in value,
so it might matter. Also I don't think the Vol control is like an encoder.

People have tried to clean the encoders.
Maybe if you try to clean the original vol pot it would help,
if the new pot doesn't fit.
