Hello, I recently acquired 4 peavey speakers ( 2 SP2 rated at 1000 watt program each and 2 PR15 rated at 400 watt program each ) so what amp do I need to power all 4 of these speakers and can I do it with all 1/4 jack cables?

Hell-o : I would suggest an ipr II 5000. Also twist lock connectors are a more robust connection. Marty used to argue that he used 1/4" jack for years with no problems , technology has made advancements. Good Luck

In general terms, get an amp that is at least 500W but less than 1,000W for the SP2 (either @ 8 ohms per channel, or 1,000-2,000W @ 4 ohms with both speakers on one channel... then use the other channel for a sub or two).
For the PR15 speakers, get an amp that is at least 200W but less than 400W.
If you are wanting to power all 4 with one amplifier, then I'd recommend to play it safe with a smaller amp and realize you won't be able to get full power out of the SP2s. Put both SP2s on one channel and the PR15s on the other channel, and position the speakers so that they are not covering the same area. A PR15 next to a SP2 both pointing forward will have less acoustical output and less sound quality than just the SP2 alone.
