Delta Blues 1 amp fuse blowing, tubes out

Working on a Delta Blues, the owner complained of power light but no sound. opened it up, found 1 amp fuse blown. pulled all tubes, changed the fuse, still blows. Diodes all check out fine, nothing obviously fried on any of the boards, caps show no sign of leakage and test good on capacitance meter, high watt resistors all test ok, magnifier examination of tube socket solder joints look fine, plus, with no tubes in should negate that problem.
Any thoughts would be greatly appreciated, next step is to put the boards back in and try without the OP tranny hooked up.

I'd have disconnected tot OT before I puled the boards out. Just unplug the OT and see it it changes. I'd suspect a shorted flyback diode though instead of the OT itself.
