Yes R14 is in the -bias supply. I would select the 220k as R14, just as Peavey made it. I believe these amps are purposely set to a colder bias. Have you got the secondary windings all figured out and drawn out? If it has a center tap winding or not. I don't think the absolute value of the pot matters although 18K ohms is a bit off in value, so it might matter. Also I don't think the Vol control is like an encoder. People have tried to clean the encoders. Maybe if you try to clean the original vol pot it would help, if the new pot doesn't fit. h...

Check the 2/35 caps. That is 2ufd at 35Vdc. A forum member mentioned they could be high failure items.

Hi jatspic, it’s a good thing you ordered another fuse.
The best way to measure a fuse is to take it out of the circuit and measure ohms thru it on the bench.
If possible try to measure the 6.3 vac at any 6l6 tube from pins 2 to 7 with your dvm?

Pay attention to the dc voltages written on the schematic in the power amp. imo These are quiescent no-signal condition dc voltages. Don’t be turning any knobs for measurements. Keep the volume at zero. Focus on dc voltage, what you measure vs the schematic values. Your measurements of Q13, Q14 look...
