It can't imagine it will ever happen. PV can't even get their top selling Classic 30 in stock for about 2 years now. But despite that during that same time they raised the price on that same amp they can't get 2 times... It's not a good look for PV.

The burn marks could be solely from the resister burning up. But it is also quite possible one took out the other. It wouldn't hurt anything to change out those 4 caps. I'd say you're on the right track replacing all 4. However I don't know enough to tell you if something else caused the capacitor to fail or if it was just age. Does the amp have an effects loop or a single preamp out/power amp in jack? With a dual jack effects loop you can jumper a short cable into the send and return jacks and see if that makes sound. I'm not totally sure how one would do this with the single jack pre/power amp jack without a Y cable plug...

400 ohm 10 watt need not be special. And remember, 390 ohms is valid here. In fact in years past I have occasionally orderd the 400/10 from Peavey themselves and they shipped a 390. I don't save bad parts in the shop, for just that reason. I have plenty of pulls, but they are like the good tube of a pair where one failed.
